Policy Manual
The Policy Manual serves as a comprehensive document that outlines the decisions made by the Council, which pertains to the CEO and other officers. It specifies the procedures for administering specific matters and the standards to be upheld, among other details.
In this manual, Council policies can be superseded by:
- Federal and State laws and regulations
- The Local Planning Scheme
- Local Laws
- Council resolutions
- Delegations
Council policies, in turn, take precedence over:
- Executive Instructions and Local Government Guidelines (although they aren’t Council decisions, strict adherence is strongly recommended); and
- Administrative directions and instructions.
These policies can be altered at any time, subject to Council’s discretion. While Council policies are not binding on the Council itself, they are binding on officers unless discretion is explicitly stated. These policies are to be regarded as the Council’s enduring instructions.
